Historically, the Cliffburn Association of Residents (CAR) was formed on 15th September 2002. It was borne out of the desire to involve the local community in the planning of a regeneration project organised originally by Angus Council.


CAR expanded its area of responsibility in October 2005 taking in the Hayshead estate after consultation with local residents. The association name was then changed to include Hayshead becoming the ‘Association of Residents of Cliffburn and Hayshead’ or ARCH for short.

Over five years ago Cliffburn was designated an area of regeneration falling into the bottom 15% of wards in Scotland according to the Scottish Index of Multiple Deprivation. A number of research documents and surveys have been conducted, for example, Community Capacity Building Research Survey, by Angus Council; The Dearle & Henderson Survey: NHS Deprivation in Tayside; and Cliffburn Community Profile. These show a number of key recommendations,

Population

21% of the areas population is under 16 years of age with no facilities for recreation. A housing policy is needed to redress the balance of the high percentage of lone parents and single males creating a transient community.

Housing

Replacement of some apartments with family housing to improve the social mix. Future development must redress the adverse effects of poor housing stock; lack of play areas; and lack of any communal facilities.
Economic. Emphasis be placed on creating employment opportunities through regeneration and links with Angus College to improve local training opportunities. Unemployment and those not working through disability is double the national average.

Health

Stroke rates are the highest in Tayside, levels of obesity and housing related illness above the national average. This requires a multi agency approach and a greater share of outreach workers to contact target groups. Facilities and play areas to encourage children to take part in exercise.

Education

Improve access to further / higher education. Develop community sports facilities and provide a local nursery facility.

Quality of life

The funding for the regeneration of Cliffburn and surrounding areas are not just limited to housing but address the spectrum of deprivation issues. Greater facilities for youth are introduced to benefit the whole community. Opportunities for vandalism such as vacant properties are kept to a minimum.
